This chapter retells creation and covenant. The Lord created man of the earth, gave him few days and made him according to his image. He gave men counsel, tongue, eyes and heart, showed them good and evil, and gave them the law of life and an everlasting covenant; their eyes saw his glory. He set a ruler over every people, 'but Israel is the Lord's portion.' Nothing is hidden from him, yet he keeps a man's alms as a signet and grants return to those who repent. 'Return unto the Lord, and forsake thy sins', for the dead cannot praise him in the grave.
